Capitáo used to have a rifle that dealt 52 damage per shot, and that was kind of over the top, so they nerfed it down to 42. For some reason they also nerfed his LMG.
Now both of his weapons are really underwhelming.
In my honest opinion, both of his weapons should have 46 damage. This is the same as Thermite's 556, but the assault rifle for one has a lower fire rate, but a faster ADS time and and less recoil.
The LMG already has the same fire rate at 650, and even if it also has the same damage, the slower ADS time and higher recoil balances it out from the PARA.
